What the Responsible Person is
The Responsible Person is the legal or natural person responsible for ensuring that the cosmetic product meets key obligations under the EU cosmetics regulation. The role can be held by an EU manufacturer, an EU importer, a distributor in some relabelling situations, or an appointed person or company that accepts the role in writing.
The label must show the Responsible Person name and address. If several addresses are shown, the address where the product information file is readily accessible should be highlighted. For a small brand, this label line has to match the contract and compliance file, not just the shipping address.

What the role covers
The Responsible Person is tied to obligations such as product safety, cosmetic safety assessment, product information file availability, notification, labelling, claims, serious undesirable effect reporting and cooperation with authorities. The role is not just a mail-forwarding service.
A good Responsible Person will ask for formula details, safety report, supplier documents, artwork, packaging, claims and notification information before accepting the product. If a provider promises instant EU compliance without reviewing the product, treat that as a warning sign.
Who needs one
If you make cosmetics inside the EU and sell them under your own brand, your EU business may be the Responsible Person. If you are based outside the EU and ship cosmetics into the EU, you usually need an EU-established importer or appointed Responsible Person arrangement before placing products on the market.
Marketplaces do not automatically become your Responsible Person just because they host your listings. Fulfilment warehouses, craft fair organisers and retailers also do not automatically solve the role. Put the responsibility in writing and make sure the label reflects it.
Responsible Person and CPNP
The Responsible Person submits product notification information through the EU Cosmetic Products Notification Portal before the cosmetic is placed on the market. The notification includes product category and name, Responsible Person details, country of origin for imports, Member State of first placing, contact details, nanomaterial and CMR information where relevant, and frame formulation.
CPNP is not a pre-approval. It is a notification system used by authorities and poison centres. A submitted notification does not mean the formula, claims or label are automatically compliant. The Responsible Person still needs the supporting file.
How the label should show the address
Use the Responsible Person name and address in a clear, legible format. The address should be specific enough for contact and file access expectations. If the product is imported into the EU, the country of origin must also be shown on the label.
If you sell in both EU and GB, do not merge the EU Responsible Person and UK Responsible Person into a confusing line. Use market-specific labels or clearly separate the roles so customers and authorities can identify the correct contact.
Choosing a provider
Ask what the provider reviews, what documents they keep, how they handle CPNP, how label artwork is approved, how changes are managed, and how they respond to authority requests. Price matters, but the cheapest name-and-address service may not support the level of responsibility the regulation expects.
When your formula, fragrance, packaging, claims or supplier changes, tell the Responsible Person before selling the updated product. Their file and notification may need updates, and your label may need a new version.
